They're called Photo Effects in Elements. But most of you have heard them referred to by another name: Actions. Actions is what they really are: a combined set of steps saved in a convenient one-click and watch-it-run format. One thing you need to be aware of: Elements can't make or save new actions. This feature is only in full Photoshop. The actions you can download for Elements were created in full Photoshop.
In PSE 6 and 7 Photo Effects can be accessed by opening the Effects Palette and choosing Photo Effects. If you do not see the Effects palette in the Palette Bin, open it from Window > Effects.
This is a good question. If you have ever downloaded an action from a site and found it would not work in Elements, you have probably wondered why. The answer is that Elements doesn't have all the filters and features that full Photoshop has, so if you try to use an action that uses a feature Elements doesn't have, it either won't work at all or will only have one non-editable setting. More than likely you will get an error message like this one. You can continue, but you probably won't get the effect you were looking for.
